Human societies run on countless acts of cooperation between people who may never meet again -- paying taxes, tipping in a distant town, holding a door, keeping a promise. Each act carries a quiet temptation to take the benefit and skip the cost. That anyone cooperates at all, on the scale humans do, is one of the deep puzzles of social science.
The puzzle matters because the same tension sits inside teams, neighbourhoods, and nations. When cooperation frays, everyone can end up worse off than if they had worked together. Understanding what sustains cooperation -- and what quietly erodes it -- is practical knowledge for anyone who wants a group to function.
A free-rider enjoys a shared benefit without paying a share of its cost -- using clean streets while dodging the tax that funds them. When enough people reason this way, the shared good collapses. The tragedy of the commons describes a pasture ruined because each herder gains fully from adding one more animal while the cost of overgrazing is spread across all. In a one-off exchange with a stranger, narrow self-interest points toward taking and not giving.
The main answer is reciprocity. Under direct reciprocity we cooperate with those we expect to meet again: help me and I help you, cheat me and I withdraw. Indirect reciprocity works through reputation -- I help you, others notice, and my standing rises so that third parties later help me. Reputation lets cooperation reach beyond pairs to whole communities, which is one reason humans care so intensely about how they are seen.
Where reciprocity is reliable, generalised trust can grow -- a background expectation that most strangers will play fair. Researchers link such trust, and the networks and norms sometimes called social capital, to smoother commerce and civic life. The association is real, but the direction of cause is debated: trusting societies may prosper, or prosperity and sound institutions may build the trust. Treat social capital as a suggestive idea, not a proven lever.
Imagine a shared office kitchen with an honesty box for coffee, and no one checking who pays. If everyone free-rides, the fund runs dry and all lose a small daily pleasure. What keeps the box filled is a blend of the mechanisms above: people expect to keep using the kitchen (direct reciprocity), they can be seen contributing or not (reputation), and a norm of fairness makes paying feel like the natural thing. Remove all three -- anonymity, no repetition, no shared norm -- and contributions tend to fall.
Reciprocity is not automatic, and cooperation can fail even among willing people. In many public-goods experiments, contributions start high but decline round after round: a few hold back, others feel like suckers, and giving unravels. Cooperation without a way to identify and answer free-riding often decays. This is why the option to punish or exclude cheats -- even at a cost to the punisher -- turns out to matter so much for holding a group together.
In the late 1970s the political scientist Robert Axelrod invited experts to submit strategies for a repeated prisoner's dilemma -- a game in which two players each choose to cooperate or defect, where defection is individually tempting but mutual defection leaves both worse off. The submitted strategies played one another over many rounds. The winner, entered by Anatol Rapoport, was the simplest: tit for tat, which cooperates on the first move and thereafter copies whatever the opponent did last. Axelrod publicised the outcome and ran a second, larger tournament; tit for tat won again.
In The Evolution of Cooperation (1984), Axelrod drew out why it did well. It was nice (never the first to defect), retaliatory (it answered defection at once), forgiving (it returned to cooperation as soon as the other did), and clear (easy for opponents to read). These are properties of reciprocity, not saintliness. The result is genuinely influential, but keep its limits in view: it comes from computer tournaments with particular rules, tit for tat is not unbeatable, and it can lock into mutual retaliation after a single mistaken move. Read it as evidence that reciprocity can sustain cooperation, not as a universal law. Elinor Ostrom's field studies of communities that govern shared resources -- work for which she won the 2009 Nobel Prize in economics -- point the same way: real groups sustain cooperation through clear rules, monitoring, and graduated sanctions, not goodwill alone.

Cooperation among humans is remarkable because self-interest so often tempts us to free-ride. It survives through reciprocity -- direct return between partners and indirect return through reputation -- and, where those hold, through the broader trust that lets strangers deal fairly. Axelrod's tournaments showed a simple reciprocal strategy, tit for tat, outperforming cleverer rivals, while Ostrom's fieldwork showed real communities sustaining shared resources through rules and monitoring. Read as evidence rather than law, they teach one lesson: cooperation is built and defended, not assumed.
